The Waupaca Chain O'Lakes District (Lake District) is an independent govermental body established in 1991. The Lake Districts's initial project was the reconstruction of the channel between Columbia and Dake Lakes. This was followed by the purchase and demolition of the motel across from the Indian Crossing Casino and the donation of the land to the Waupaca County Park Sytem. Most recently the Lake District obtained an educational grant for aquatic invasive species (AIS) from the DNR. Current projects include working on an AIS treatment grant, implementing a summer water quality study and boat inspections at the public boat landings. It is managed by a seven member Board of commissioners. As stated in the Lake District by-laws,the Commissioners are responsible for coordinating lake research and surveys, planning lake rehabilitation projects, working with goverment units for enacting lake protection plans and ordinances, and implementing decisions of the board and members present at its annual meeting in August. The Lake District can levy taxes, make contracts, take out loans, accept grant and state aid, monitor water quality and treat aquatic plants.
The Lake District works in conjunction with the Waupaca Chain O'Lakes Association on many projects. However, they are two separate entities. The Lake District membership is mandatory for owners of properties designated within the lake district and is funded by annual property tax levies. The Lake Association membership is voluntary and is funded by annual membership dues.
